Public consultation June 4 at Lac-Simon concerning the proposed PPCMOI regulation

Dear members of the Lac-Simon municipality,

Further to our message of May 29, 2026, concerning the proposed regulation regarding the Special Construction, Alteration or Occupancy of an Immovable (PPCMOI in French), we would like to inform you that a public notice announcing a public consultation on Thursday, June 4 at 7pm was published on May 20. In accordance with legal requirements, this notice was posted on the municipal website.

We invite you to attend this information session in order to better understand the scope of this regulation, its potential impacts on the development of the Lac-Simon municipality and its predicted mechanisms. This meeting will also be an opportunity to ask questions and share your comments.

The board also sent an email to the municipal council members to emphasise that holding this consultation on a Thursday at the beginning of summer may limit the participation of certain citizens, particularly cottagers who are generally present on weekends at this time of year. We encouraged the municipality to create conditions that allow for the greatest citizen participation possible.

New urban planning regulation for Lac-Simon: what residents need to know

During the municipal council meeting in May, the municipality of Lac-Simon submitted a proposal for a regulation concerning projects involving the Special Construction, Alteration or Occupancy of an Immovable (PPCMOI in French).

This type of regulation can have important impacts on the development and planning of our municipality. The stages of public information and approval are coming soon.

What is a PPCMOI?

The PPCMOI regulation allows a municipality to authorise, under certain conditions, a project that deviates from the current urban planning regulations.

This mechanism may serve to approve a project that does not comply with municipal regulations, while respecting the broad guidelines of the urban plan. It therefore makes it possible to evaluate certain projects on a case by case basis rather than simply applying the usual zoning rules.

Depending on the projects submitted, the PPCMOI could, for instance, make way for:

  • projects with higher density;
  • larger buildings;
  • certain commercial uses in sectors where it is not normally allowed;
  • short-term rentals in some sectors;
  • projects that differ from the current developmental framework.

The procedure for adopting such a regulation includes a public consultation as well as a registration process, enabling eligible citizens to have their say.

The date of the public consultation has not yet been announced. We will send you this information as soon as it is available and we invite you to participate in order to obtain all the relevant information, ask questions and find out about the possible impacts of this regulation.

Until then, we invite you to participate in the municipal council meetings on June 5th and July 19th in order to ask the council members questions about the impacts of this new regulation.
